This is a cake-walk if you completed the bank robbery first, as you should be fully equipped. You then spawn outside the prison with two watch towers. The mission is pretty straight forward a cutscene plays showing Shade being interrogated/tortured or the like in a cell. Well, this is how you get him: in prison.
You might have heard of "Shade" if you pay attention to the Silent Storm community. It can take over 5 minutes to spawn and can spawn anywhere on the map, so I suggest doing my aforementioned technique of camping and leaving until it spawns. Enemies include the mercenaries themselves, as well as the armed civilians defending the bank. You will immediately spawn in to the left of the bank while it is under attack by T.H.O. This resets the random encounters on-screen and may just eventually spawn the bank robbery in front of you. If you find it taking too long to spawn, just keep camping and leaving.
